  • Safety & why it’s important to work safe
  • Work environment & where the trade works

Groundbreaking Fifth Express Entry Draw For Canadian Immigration

CIC issues invitations to apply for permanent residence to candidates without a job offer or provincial nomination

For the first time since launching its much-anticipated Express Entry selection system for immigration to Canada, Citizenship and Immigration Canada (CIC) has issued invitations to apply for Canadian permanent residence to candidates who do not have a qualifying job offer from a Canadian employer or a provincial nomination.
The latest draw from the Express Entry pool, the fifth so far, was performed on March 20. It resulted in 1,620 invitations to apply being issued to candidates with 481 or more Comprehensive Ranking System (CRS) points.
Prior to this draw, every candidate selected to apply for permanent residence through Express Entry had either a qualifying job offer supported by a positive Labour Market Impact Assessment(LMIA) or nomination from a Canadian province.
“This landmark draw from the Express Entry pool was what many candidates had been wishing for,” says Attorney David Cohen. “Earlier this month, I said that the overall trend across the first few draws offered real hope to candidates who did not yet have a job offer or provincial nomination. The latest draw will provide relief to those individuals who were selected, while giving candidates who were not selected this time more reason to be optimistic.”
(The dotted line at 600 represents the maximum number of points a candidate can be awarded without obtaining a qualifying job offer from a Canadian employer or a provincial nomination)
“While the sharp decrease in minimum points required, as compared to previous draws, represents good news for all eligible candidates, it should be remembered that obtaining a qualifying job offer or provincial nomination remains the surest way of being issued an invitation to apply. Express Entry is a system that rewards proactive candidates,” added Attorney Cohen.
“What this fifth draw brings into play in a very real way, however, is that improving one’s human capital factors can make a big difference. For example, candidates who make efforts to improve their language skills and re-take a language test may find that this will get them over the line, as may those who increase their level of education or add work experience to their profiles.”
Important information for all candidates and applicants
Once an invitation to apply has been issued to a candidate, he or she has 60 days to file a complete application and all supporting documents. No extensions will be granted. Candidates who have been issued an invitation to apply are encouraged to submit their complete applications in good time to avoid disappointment, while those who have not yet been selected from the Express Entry pool are encouraged to gather these documents in advance.
Moreover, when taking the penalties for misrepresentation into account, it is important that the information provided and documents submitted are completely accurate in order to avoid misrepresentation. Penalties for misrepresentation may include a five-year ban on applying to immigrate to, or even visit, Canada.
Express Entry is not an immigration program in itself, but rather a system used by Citizenship and Immigration Canada (CIC) to select candidates for immigration to Canada using the following economic immigration programs:

Hot jobs with low unemployment, high demand, and rising salaries

This morning’s Labour Force Survey from Statistics Canada indicated that the Canadian economy shed roughly 1,000 jobs in February. (Full Labour Force Survey.) This is actually better news than many economists were expecting, given the cutbacks in the natural resources sector due to falling oil prices.
Indeed, job losses were greater in the west, particularly in the oil and gas industry, but these were offset by gains elsewhere. Between February 2014 and 2015, employment in Canada increased by 130,000 jobs, with most of the growth coming in the last six months. So while there are pockets of higher and lower unemployment, more people are working than a year ago.
The overall national unemployment rate in Canada stands at 6.8%. However, unemployment rates for some highly skilled professions are at half that, or less, making workers in these fields in high demand.
new report from Robert Half highlights some current skills gaps and talent shortages in the labour market where hiring managers are struggling to find the workers they need. Thanks to rapid advances in technology, new skills are emerging as the essential price of admission for more and more roles. (See: The skills you need to add to your resume to get hired in 2015.)
The average Canadian salary went up by 2.3% last year. According to Robert Half, starting wages for professional occupations are projected to rise by 3.7% in 2015. Technology salaries are expected to increase the most, by 5.2%.
So, here’s a look at a range of jobs where employers are having difficulty hiring people with the skills they need, where unemployment is low, and competitive salaries are on the rise.

    Legal secretaries
    Lawyers and Quebec notaries
    Judges

Management Occupations (National unemployment rate – 1.7%)

So while on the surface, the national unemployment rate remains fairly stagnant, there are actually growing pockets of opportunity. This highlights the need for candidates to continuously develop new skills and keep up with the trends and technologies of job market demand. The alternative is for vacant jobs to remain unfilled at the same time as there are people who need work, but who don’t have the necessary abilities.

The Manager, Business Solutions Services will manage the client relationship between the IT Cluster and a client area(s) . In addition, the Manager will plan, manage, direct and monitor the overall delivery of technology applications and services to support the strategic and operational goals

* Knowledge & Skills
Knowledge typically acquired through completion of post-secondary education in a technology related field with a minimum of 5 year’s experience in the delivery of IT/business system services in a large organization plus a minimum of 2 years supervisory/management experience.
Client relationship management skills with a solid knowledge of related best practices in order to understand clients and their needs, and to optimize client interactions
Leadership and management skills to coach and motivate staff, identify training and development needs and manage performance.

Partner with other IT areas to ensure end-to-end solutions and deliveries are efficient and effective.
Plan, manage and control the activities of the Business Solutions Services section which includes; annual planning of section projects and priorities, establishing operational policies and standards, problem solving and issues management for the section, ensuring section is adequately and competently staffed, identifying resource requirements, conducting the hiring process, allocating work, establishing and monitoring performance objectives, conducting performance reviews, and providing guidance and expertise to staff, and managing section employee relations matters.
Develop and administer section operating budget, authorize expenditures within approved budget and report on variances from approved plan as required. Recommend expenditures outside budget for approval.
Ensure risk management, quality management and continuous improvement systems are established to analyze and evaluate the effectiveness and cost benefit of services and programs.
