The Continued Success of the Alberta Immigrant Nominee Program
The province of Alberta, located in Western Canada between Saskatchewan and British Columbia, is one of Canada’s most rapidly expanding provinces in terms of both population and economic power. With a population of over 3.6 million, largely centralized in the cities of Calgary and Edmonton, Alberta is the most populous of Canada’s ‘prairie provinces’. It is also home to one of Canada’s strongest economies, supported by the expanding oil industry as well as agriculture and technology.
The province has historically welcomed immigration, which has driven its economy and resulted in a diverse local culture. For example, Canada’s oldest and largest mosques are located in Edmonton and Calgary, respectively, and over one fifth of the population speaks a language other than English as their mother tongue. Diversity has continued to rise in recent years, as immigrants increasingly choose to settle in Alberta because of its favorable economic climate (a recent survey showed annual household income amongst Albertans was over $10,000 more than the rest of Canada), as well as its vibrant society and natural beauty.
The Alberta Immigrant Nominee Program (AINP) is the Provincial Nominee Program (PNP) for this province. Like all PNPs, it encompasses a number of different categories of immigration through which eligible applicants may apply for Canadian Permanent Residency (PR). In this way, applicants who qualify for the AINP can receive a provincial nomination certificate, which is then sent with the rest of the application to the Federal government for health and security processing. Using this system, Alberta is able to choose what immigrants will fit best into the province, and ensure that it continues its strong positive trend of growth and economic prosperity.
Categories of AINP Immigration
There are currently six active categories of immigration available through the AINP. They are divided into the Employer-Driven and Strategic Recruitment streams. Employer-Driven categories require a job offer from an Alberta employer, whereas Strategic Recruitment candidates may be selected for PR based on their qualifications alone.
Employer-Driven Streams
Skilled Worker – This category is designed for foreign workers who have permanent, full-time job offers from an Alberta employer in a skilled occupation. Both foreign workers with an employment offer and those already in Alberta on a temporary work permit are welcome to apply. Depending on the job field and location of the worker, some additional restrictions may apply.
Semi-Skilled Worker – This program was created to facilitate the PR process for temporary workers currently in Alberta who are working in a semi-skilled position. These workers must have a full-time job offer from an Alberta employer in their occupation. Eligible occupations are limted to the fields of food and beverage processing, hotels and lodging, manufacturing, long-haul truck driving, and food services. Employers must be prepared to outline a comprehensive plan for employee accommodation, settlement, and retention.
International Graduate – This category is for recent graduates from a Canadian post-secondary institution with permanent, full-time job offers from an Alberta employer in a skilled occupation. They must be currently working on a post-graduate work permit for a minimum of 6 months with the employer who will be sponsoring their application.
Strategic Recruitment
Tradesperson – Tradespersons who hold an Alberta Qualification Certificate for their occupation may apply to this category. Candidates who have received this certificate will receive a letter from the AINP inviting them to apply. Only tradespersons currently residing in Alberta on a valid temporary work permit may apply in this way.
Engineer – Engineers, designers, or drafters with Alberta work experience who are currently residing in the province may apply through this category. Depending on their concentration, they may be required to provide a ‘letter of no objection’ from overseeing unions, and their concentration must be one of a number of targeted occupations.
Self-Employed Farmer – This category is designed for foreign farmers who wish to come to Alberta to establish or purchase a large farm. They must have proven farm management experience as well as sufficient funds to invest in a farming business (minimum $500,000). Applications that represent the best opportunities for growth will be given priority.
Benefits of the AINP
As with other provincial nominee programs, the AINP is appealing to many potential immigrants because it presents a path to streamlining the PR process. Qualified applicants to the above streams of immigration can expect to receive an Alberta Nomination Certificate 1 to 4 months after the submission of their application, after which their file is transferred to the Federal government for further processing.
Many of the AINP’s programs have been specially tailored to suit the province’s labour needs, and as such may be ideal for applicants who have had difficulty qualifying under Federal immigration categories. The Semi-Skilled Worker and Self-Employed Farmer streams, for instance, represent non-traditional immigration paths that nonetheless lead to PR for many candidates every year.
Arrival in Alberta
Once applicants and their families achieve PR status through this program, they will be supported by a strong network of provincial services that cater specifically to immigrants as well as to many ethnic and religious communities. There are a number of settlement services throughout Alberta, not only in Calgary and Edmonton but in small communities as well. These offer support for things such as setting up bank accounts, searching for jobs, and language and skills training.
The Government of Alberta has created a comprehensive newcomer services and support tool called the Newcomer Information and Services Search, which is available online for new arrivals and prospective residents.
The AINP is constantly evolving its programs to better address the province’s economic needs and serve both current and prospective applicants. It is expected that, as the Alberta economy continues to boom and create an increased need for additional labour, the AINP will continue to be crucial to the success and cultural enrichment of the province as a whole.
